What is the logic behind that some countries “allowed” to have nuke and some “not allowed” ?

Anyone can enlighten me on the reason and history behind ?

Those “allowed” to have nuke also can use it on other countries when war broke out …

These countries have nukes during earlier times when there wasn't much regulations and there was an arms race between usa and ussr (now modern russia). It's a lot tougher to have nukes now and to justify it.
