Advice for new rig

hi all, can advise me on setting up a new rig? it will be used for photoshop, surf net and watch videos.. sometimes convert music and videos.. a graphic card is better right? i am hoping that i will not experience any lag when i use photoshop.. budget around +/-$1.5k.. with full hd monitor.. no need os.. i prefer gigabyte mobo as my last one lasted me for 10 yrs and still going strong.. haha..

should i go for ssd or stick to normal hdd? the amazon prices look tempting though..
