Advice in building new PC

Hi guys, appreciate your help to see if the list below (and if can, advise me which one is a better pick) is good enough for 1k budget gaming PC? Is it possible to play FF14: Heavensward on high/ultra setting?

CPU/MB
$350 i5-4590 + AsRock H81M-HDS

RAM
$80 G.Skill PC12800/1600MHz DDR3 CL11 8GB

PSU (Can't decide which one to get, depending on what Gfx card?)

get 650w modular PSU and use onboard first then save up more money for GPU above $400

I will go for option 1 most likely as it's building for my friend, he just want a PC that can handles FF14 properly at high setting so will go for option 1 if it's good enough for his need.

Any other parts not in my list that expert here can recommend?:o

my bad, i mean get a better cpu if you have the extra cash, 4690k. more resale value and better match for future upgrades.

like monikernemo mentioned, oc might not benefit much.

just pick what you see fit. the guys suggestions are great for your budget.
