I will go for option 1 most likely as it's building for my friend, he just want a PC that can handles FF14 properly at high setting so will go for option 1 if it's good enough for his need.

Any other parts not in my list that expert here can recommend?

There is no 4590k, and yeah oc'able cpu don't benefit much.

my bad, i mean get a better cpu if you have the extra cash, 4690k. more resale value and better match for future upgrades.

like monikernemo mentioned, oc might not benefit much.

just pick what you see fit. the guys suggestions are great for your budget.
