advice needed for motgerboard n cpu

hi guys,
Im kind of lost touch with the types of cpu n chipsets out there now
My current rig is an amd x560
What i need is a quad core setup
Mainly for running terminal software, watching videos n media ,news feeds, photo editing, very little or no gaming.

Will b recycling ram(8gb gskill ripjawx ddr3), hdd, psu(thermaltake modular 550w), gfx n sound card(auzentech pci)

My budget is between 350 to 400
Also wanna know is amd fx 8350 setup still worth considering
