hello Can I get your advice whether it is doable to do this itinerary say in 8 days? As am intending to travel solo, any advice will be greatly appreciated ^^ Planning to go in March to catch the cherry blossom season.

Day 1 : SG- Kaoshiung- Chiayi
Day 2 and Day 3: Alishan
Day 3: Alishan > Chiayi > Hualien
Day 4: Hualien> Taroko Gorge
Day 5: Hualien> Cingjing >Hehuanshan
Day 6: Hehuanshan to Taichung
Day 7: Taichung> Taipei> Yangming shan

By public transport or private car/taxi? Makes a huge difference.

How about if want to go to HHS? Is it possible? After cingjing stay 1nite. then go to HHS then to Taroko and 1 nite in HL(qixingtan)

NO! you will spend most of your journey (time and money) on transportation.
try google map > direction > chiayi - hualien - cingjing - hehuanshan. its a huge detour. you will pass by cingjing and hehuanshan otw to hualien, and return.

i suggest you can leave out hualien for this trip and spend extra day in taipei/kaoshiung.
PS: alishan cherry blossom should be nice this year as given the china-taiwan tension, there shld be lesser PRC around
