heatsinks only come with cpus.
you won't need a sound card, your motherboard audio is good enough.
windows 7 64bit will still work, after all windows xp machines are still running strong XD
psu i recommend a seasonic s12ii/fsp aurum/superflower leadex 500-600w psu unless you'r gonns SLI/crossfire. prices should be around $100 or so
cpu and motherboard i recommend u get an i5 with a b85 or h81 motherboard unless you're gonna oc, then get a z97/87 motherboard
case will be up to your preference :)

CPU/mobo: asrock h81 + i5 4590
Hdd: seagate 1/2tb (depending on your preference)
Ram: 8GB Kingston valueram
Graphics card: a Nvidia 950 or 960 is more than enough for dota2
Ssd: Samsung evo 500gb (optional but highly recommended)
OS: win 8.1 oem (free upgrade to win10)
Psu: fsp aurum or superflower are very good
Casing: your choice

Go to pcthemes with the above and it should be around $1300-1400 for you.

do you have any games you're specifically going to play? because that rig would be way overkill for dota

i wouldn't really call a gtx 970 futureproof as it only lets you use 3.5gb of the 4gb of vram(nvidia's way of scamming customers) which may not be much of an issue for 1080p, but will cause bottlenecks for 1440p/4k as those need lots of vram and in the future as games will always require more and more vram. if you want something more futureproof, an r9 390 or even an r9 290x would be better as a 390 as 8gb vram while a 290x has all 4gb of vram usuable

1440p and 4k monitors costs a bomb now mmmm and besides, 390 and 390x 8GB rams are really more than redundant hmm. 970 can be almost 50 dollars cheaper than 390 for the cheapest model

So if sticking to 1080p then 970 is alright...I think Maxwell will phase out soon also; quite untimely.. Hmm

yes, 1440p and 4k monitors tend to be more expensive, but there are off-brand korean 1440p monitors online for just $300. if he chooses to get one of these monitors, that 3.5gb of ram may soon become not enough for his games, then he'll have to either tone down settings or get a new graphics card. the 390 on the other hand, has 8gb of ram which probably will be enough for a long time while the 290x has only 4gb which might not last as long for 1440p or 4k but it will last a little longer than 3.5gb(obviously)

AMD did use to have pretty bad drivers, but these days they're decent enough that it probably wouldn't have much issue. my hd 7950 i got used had kept refreshing when i first plugged it in my pc for an upgrade, but it seemed to be caused by norton and after that, the card worked without any issue. nvidia drivers recently also had issues with windows 10(dunno if resolved or not). if you can, i recommend you at least give AMD another chance as they provide the better bang-for-the-buck these days with graphics cards.

if you have an ssd, then always use it for your boot drive. the thing with ssd is that only writing to it will cause it to wear out while reading from it does nothing. hdd however will wear out from reading and writing. using an ssd as a boot drive won't cause it any issues, so use it as a boot drive while you keep all your games(don't benifit much from ssd) and non-essential programs on your hdd and your ssd should last a long time :)

anyway, here's what i'll recommend you:
cpu and mobo: i5 4460 and biostar h81m-g(tradepac) $289
8gb stick of value ram(tradepac) $58
PNY optima/xlr8 480gb ssd(best price (if they still have it))$199, otherwise kingston v300 240gb(tradepac)$118
seagate 1tb(tradepac) $68(make sure its not .11 series)
windows 7 home premium(bliss computer) if its 64 bit $120
coolermaster v550 550w psu(bizgram) $105
powercolor r9 390 pcs+ 8gb(cybermind)$509 or palit gtx 970 4gb(3.5gb usuable)(pcthemes) $479
case: up to you as I dunno your preference
with the rest of the budget, you can either get assasin's creed syndicate, get a qnix 1440p monitor for $300 on qoo10/taobao, get more hdd and ssd capacity or any one of the above. or just spend it on Macs. also the 390 has 3 games for you to choose from a list as a free bundle thingy

Any preference for colour scheme? E.g. Black with White/Red/Blue/Green/Gold/etc…
Need any of these?

WiFi adapter

PC to be placed on table or floor?
Which internet provider plan and router are you using now?
Is your home in a relatively new apartment built in the past 8 years?
How far is your upcoming PC located from the router?
Any obstruction between router and PC’s path?
