Did you download the latest graphic driver?

There are alot of difference between the older and newer generation of graphic driver when playing BF4. I experienced it before. Previously was in window vista. New driver doesn't not support vista and my fps flatulent between 10 ~ 80fps @ med. After reformatting to window 8 and new driver, my fps become stable at 70fps @ med.

Im thinking that your card has some throttling issues.

Monitor it with MSI Afterburner.

Play BF4 on SINGLE player for about 10mins. There should be a fluctuate in gpu rendering. But it should not drop till 0% gpu usage. If it does, check the temperature at the point where it hits 0% while playing.

If temps are scorching 90+ deg, please bring the card back to distro for a clean up or thermal paste renewal.

i been playing bf4 single mode for about 30 mins seems fine
Play on floodzone multiplayer it core clock max out at 925 MHz (i guess cos nv overclock?) the fps flying.. 40- 100 fps..nv constant..the temp.. nv go over 66 deg cos i use actic cool cooler for the gpu..which supposely be a better cooling unit right?

90+ is kinda high for a quad core 8 thread CPU oced, but it should not cause your gpu to throttle.

Take out the Noctua cooler for your CPU and clean off and reapply thermal paste see if it helps. Also remove or clean off the dust.

Next is GPU, since the temps arent high, my only suspect is could be the drivers.

Your 7970 should fair well and hover around 40fps to high 70fps range on BF4 multiplayer depending on the maps you play.

Download DDU to totally remove the AMD drivers and try reinstalling it.
