Advice on Ryzen build

Hello HWZ gurus, I would like to ask some advice on my new Ryzen build. I was fortunate enough to buy a Ryzen 7 2700 and a Crucial Ballistix Sport LT 3200 16Gb ram at a very low price during Amazon's Prime day. Although my trusty I5-2500k @4.5Ghz is still sufficient on some games, I can feel the CPU struggling during CPU intensive programs like video encoding and rendering. The 8core/16 threads of the Ryzen 7 will be a welcome relief. I intend to overclock mildly to around 3.9-4.0 Mhz to get the best from the CPU. I listed below some of my proposed parts for the build. Any advice is greatly appreciated.

CPU: Ryzen 7 2700 (non-X) ->will be o/c to 3.9-4.0Ghz
Motherboard: MSI X470 Gaming plus or MSI B450 Arsenal Tomahawk
CPU cooler: (air cooled) Artic Freezer 34 esports duo or (AIO) id cooling auraflow 240
Memory: Crucial Ballistix Sport LT 3200 16Gb (2x8Gb)
Storage: (boot drive) Crucial P1 500GB 3D NAND NVMe PCIe M.2 SSD - CT500P1SSD8
(storage) Seagate barracuda 500Gb SSD- currently own so going to use it back.

Im also going to use back my PSU (Corsair CX550M), GPU (Gigabyte Aorus RX580 XTR) and casing (Cooler Master 690 III).

Motherboard: I suggest the Tomahawk vs the Gaming plus, Tomahawk has bigger VRM heatsinks. You will need it when overclocking an 8 core cpu.

CPU cooler: I would go for AIO for better cpu temps

Memory: go for faster read/write nvme. ADATA SX8200 or Samsung 970 EVO since you mentioned you will be using for video editing.

If reviews, show there's little headroom in overclockg ryzen 3xxx, do many phases still have much meaning for general users?

No. And the phases don't even really warm up either.

The phases matter more for people doing liquid nitrogen overclocking. For general use, even older b350 boards work

for 8 core CPUs they don't sip a ton of power, so they don't need state of the art VRMs for general usage

though with that said, since TS wants to do some OC-ing, a decent B450 board with a decent VRM (or VRM cooling) for Ryzen CPUs is desirable

That said, the Tomahawk is a better board for some OC in general
