Currently the only desktop at home is old and down so need a replacement. Also other family members can use.
That got to really check with them on what they gonna do with this PC.

It seems to me that most households always want something that can take demand and perform at whatever tasks being thrown without the need to worry about PC being too slow over the years until PC eventually dies off (which i do faced when purchasing PC in the past). This mindset somehow differs from people who recommend PC configurations to them as they will think and feel of them just doing basic computing and hence guide them towards lower-tier configurations i.e. Intel Celeron (where in the past CPU horsepower is clearly not enough to handle workload of the future, i.e. Netburst Pentium 4 era) and thus they cannot understand their true demand for computer processing power (since those PCs are bottlenecking their experience).

If they have that kind of mindset and also still using slowpoke PC, perhaps they should try it out with the following configuration and determine their real need over next few years since CPU horsepower have finally exceeded most households' needs and your friend got the budget to spend:

Such a system will be speedy enough until it dies...

CPU+MB: Intel Core i5-4440 + ASRock H81M-HDS @ $298
H81M-HDS offers HDMI port and ASMedia powered USB 3.0 header to enable those USB 3.0 ports on the chassis for just $5 over DGS.
RAM: Kingston ValueRAM DDR3-1600 CL11 8GB @ $97
SSD: Kingston SSDNow V300 120GB @ $115
This is a very good investment to show your friend's family a whole new level of loading Windows and applications that they never experience before.
HDD: Western Digital Blue 1TB @ $76
ODD: Samsung 24X CD/DVD Writer [OEM] @ $21
CASE+PSU: In Win BK644 [White] + Powerman IP-P300BN7-2 300W SFX [80 Plus] @ $89
DSP: Dell S2340L 23" LED [e-IPS] @ $209 (IT Show 2014)
PHP: Logitech MK120 @ $18

Total: $923

Optional:
PSU: Super Flower Golden Green HX-500 [80 Plus Gold] @ $88
CASE: NZXT H230 [White] @ $89

Get this if your friend wants something with more expansion options.
Minimal dust intake with little amount of vents. Simple chic look popular with ladies.

PSU: FSP Aurum S 500W [80 Plus Gold] @ $85
If Super Flower PSU still OOS.

Buy others and Build from Tradepac, #05-18.

You got all the points and really agree with it as I myself also not sure what they gonna do with this PC. Initially I thinking of getting something which is simple and value for money in order to save some money for him. But if he just want to spend whole budget, then guess will take your advice to get the i5 combo and almost the rest. I will meet my friend tmr and check with his requirement. And yes I did find out the Asrock DGS model no hdmi port and HDS is a better option. The casing is much depend on their liking so will leave it to them to choose tmr at sls. Thank you.
