Advise for custom PC

My usage will be streaming for drama, and basic office work.
Current desktop already 10 years but will still be using the same hard disk after the upgrade, since I can change that myself anytime.

Current PC i7-4790
CPU 3.6ghz
Ram 12gb

Probably will be changing motherboard, CPU, ram, power supply.
Any recommendation? I hope I can do it below $1K, is it possible?

very possible, look here for the entry level gaming reco (less than half ur budget including storage and case):

the cheapest rig there is also sufficient for ur use case, though u are getting significantly more performance with the entry level reco for not much more money.

After using Intel and AMD. I would say AMD CPU really value for $$
