yes they will be open

H97 is Haswell platform, older generation
H170 is Skylake platform, newer generation

their chipset is different electrically, so you cannot use a Haswell processor on a Skylake board and vice versa

Anyway here is my recommendation

i5-6400 + MSI B150M Bazooka @421
1x8GB Kingston DDR4-2133 @78
Crucial BX100 250GB @129
WD Blue 1TB @77
Sapphire R9 Fury Tri-X @819
Seasonic M12-II 620W @115
Corsair 100R @85
Windows 8.1 Home @135
Dell S2316H @209

Total 2068

Haswell now better value for money, but less futureproof as ddr3 only. Can get haswell i5 and 8 gb ddr3 and focus the rest of the budget on a gtx 980ti or a better monitor if you don't mind the ddr3 thingy. Gtx 980 would be the one if you are going for green team. Since got budget for ssd, dont nd get wd black, just blue one will do. Gtx 970 is more than enough, but i rather you get r9 390 for more ram

Ddr4 uses less voltage and has higher speed than ddr3. But almost absolutely no diff in gaming unless you're using amd apu integrated graphics. Ddr3 is for lga 1150,1155,1156,1366,2011,some 775 and 1151,am3,am3+,fm1,fm2,fm2+ and am1. Ddr4 is for lga 2011/3 and most lga 1151 motherboards and the future amd zen.

Sure, BUT the motherboard has to have ddr3 slots. And it must be compatible with your motherboard. Check the ram compatibility list, then if your ram isn't there, check to see if it matches the specs of the ram models on the list.

not sure are you going to buy at 1 place or find random places to buy. like online and retail.
like my one i brought from qoo10 and take the $100 discount.

Ram changed to g.skill which i stack together to $500 at qoo10.
