Advise on NAS

I'm noob on NAS system, and I need a cloud for my data. I decided to setup a NAS but I have no idea which make and model is suitable.

My requirement are:
1) multi-level security level access
2) compatible to mac and windows, and remotely to apple and android.
3) easy setup (since im noob)
4) budget $400.

your budget should not include HDD.. probably can look at Synology 2-bay systems (~$270)...
