AirAsia gives by default free 7Kg cabin luggage. I have two cabin bags.(1 bag with my cloths etc weigh about 7kgs) another small bag with my personal stuffs weigh about 4 kgs.

If I buy check in luggage it costs another S$ 90 more and not worth it.

Tiger allows 10Kgs.

Is AirAsia very strict with cabin baggage? Any experience to share?

From my experiences with them to bangkok, they are very strict ...
ultimately, have to still see the counter staff ... most wont close eye my guess ...

I do not use laptop but I have iPad in Laptop bag along with other stuffs. Do they weigh Laptop bag?

depends on the counter staff
they might ask u put all handcarry on the weighing machine ...

however most would most likely weigh your luggage only ...
seldom would they ask u to put your bag on the weighin machine ...

Normally they only weigh once.
after that, doubt they weigh again ...

i am thinking of bringing my backpack (definitely within the dimensions and able to fit below seat) plus a 15L karana oceanpack (dry bag) as carry-on luggage.

Will there be an issue assuming total weight is still below 7kg?

Normally i dont bring backpack ... if they want to weigh, you have to let them .
you might want to get a portable weighing scale ? about 6sgd , nt very ex though ...
normally i would buy them, so can weigh before flying off , to prevent the hefty checked in luggage amount at the airport ...

what i am worried about is whether they will allow both the backpack and oceanpack as carry on luggage (assuming combined weight of backpack + oceanpack < 7kg)?

if you are worried, then get a big but light duffel to put both pieces inside and present to them for weighing as a single piece during checkin. after that you can unload and carry separately. i have personally seen passengers do it before. very innovative.

i would consider using a big plastic bag if i find myself in similar situation :)
