use isopropyl alcohol (or alcohol swabs which works too) to remove the existing thermal paste

Bad idea as you will scratch the surface.

There's nothing wrong with the default paste. It's designed to last 10 years in prebuilt systems anyway.
If you're that concerned about temperature then get a better HSF

I had gotten a Thermaltake Water 3.0 360 AIO for my Ryzen, I'd used alcohol to remove the stock thermal paste/goob on the underside of the pump, applied Arctic Silver MX-4 on my CPU and mount the pump on it. Use alcohol, never scrape using knife or blade....

use a soft tool like silicone knife to scrape most of it off then alcohol to clean up. But frankly the default is good enough unless you planning to clock the hell out of it.

Bad idea to use metal on metal, will likely scratch the surface of the heatsink. Use a discarded credit card or any plastic cards to scrape off the TIM and clean off with an alcohol lint free wipes.

The scratches create more surface area for the new thermal paste to adhere to. More contact = better heat transfer
