28" should be fine but do check the overall dimension is within, usually they're not as particular about dimension (unless damn long like surf bags etc.) comapred to weight

I don't really understand why people measure their suitcases. I have never had any issue with checking in my luggage, and I am pretty sure any luggage bag that you buy in Singapore should be able to be checked into any airline, with the exception of oversized luggage like surfboard and snowboard/ski bags.

Did they allow it in the end? On return flight, I suppose it was their local staff?

if you get charged for oversize baggage before, im sure you take measurement before you buy a luggage in the future. And alot of luggage that can be bought in Singapore are oversize.

Really depends on what airlines you are taking, being charged for oversize baggage in japan and Europe is pretty common.

To prevent future headaches, all my check-in and carry on luggage are within all airlines standards. Check-in usually capped at 158cm.
