Is there any good computer tuning software to recommend to reduce computer hanged or freeze , blue screen and optimize the performance ?

Is there any good computer tuning software to recommend to reduce computer hanged or freeze , blue screen and optimize the performance ?

Softwares I can think of:
- ccleaner, windows' msconfg

But,we first have to under the causes of the following:
- PC hang / freeze
- low level of RAM
- opening too many programs when RAM level is low
- e.g. photo-editing/video-editing with 512mb of RAM

- Blue screen
- aging hardware
- too many startup programs/services under msconfig

Solution to:
- PC hang / freeze
- increase level of RAM
- but to bear in mind 32-bit OS can only support up to 4gb of
RAM

- Blue screen
- replace aging hardware
- reduce unnecessary startup program/services
