That queue number allows for selecting the Kovan plot too, just above the MRT station.

All the Kovan Type 2 units I wanted were taken up, so I quickly picked the Citrine Type 1 I liked and closed case. My queue number was 300+ out of 600, plenty of Citrine units available, as many went for Kovan
