OK guys i have emailed singtel noc about their poor routing to china see whether they fix it. If all goes well i can share the complaint template

I emailed singtel and complained about the lag, someone from the tech side got back to me and optimized the route after a week. the lag has disappeared.

The traceroute doesnt go to hk anymore, it connects directly to singapore
