in Taiwan for a few days now, my Singtel and Simba sim cards have no reception at all, both show emergency calls only. tried both on another phone and same problem, which means I cannot receive smses at all.

a 3rd party sim card for data works though. any idea what is wrong?

Try change settings to 4g preferred. Toggle operator off. Select network manually.
