Anyway to manual force window update?

Whenever I go to the start menu and want to shutdown or restart, it says update and shut down or update and r start, but when I do either of that, it just shuts down immediately.

There is no update being applied, is this a known bug or issue? Tried to go update center but can't seem to manual force the update.

Got 2 ways:
1) Download Update Assistant Tool.
2) Download Media Creation Tool.
