Apple (locked) Notes cannot sync to icloud

Hi guys,

My (locked) notes on macbook cannot sync to icloud and to my IP6 , does anyone has this issues from locked notes unable to sync to mobile?

btw i created the (locked) notes from macbook (10.11.6)
