Apple Thunderbolt can connect to Window based laptop?

Been using a surface pro 3, been trying to use it with my thunderbolt but failed. any idea how to do this>??

Do you mean thunderbolt as in Apple Thunderbolt Display?
If yes, it will not work.

From your Surface Pro 3 (Display Port Output) to Thunderbolt Displayer... will not work.
