Just got my macbook pro 13 non touch bar, notice while charging...
1 hand on the metal case i fell some static vibration
2 hands on the medal case i dont feel it anymore.
Googled it mentions about some grounding issue, anyone else experiencing?

I have same issue with my MBP 13" w/ touch bar. But never bother about it seems not really big of an issue.

I'm more concern about its battery drain less than 5hrs. I'm not sure if the issue coz I stream netflix + connected to a external monitor though.

this grounding issue has been there ever since they had the aluminium bodies. Make sure the 3 pin plug you are using has the metal ground pin, some of the plugs uses the plastic ground pin.
