Is it possible to ask tailor to alter shoulder length?

I went to 2 tailors by neighbourhood shops today. I requested them to alter shoulder length from 45cm to 36cm. They said that they can't do it for me. I asked for the reason and they replied need to cut too much. I think they no confident.

Where can I find a place to alter shoulder length?

Is this for a shirt or jacket? (4.5cm or 1"3/4 per shoulder is a lot of material to take off and may encroach into your shirt's front pocket. To reduce the shoulders the tailor needs to redo the armhole on the torso of the shirt and take in the sleeves/sides to match the new armhole.)

But I agree with you that its often the case where the tailor doesn't dare to.

Ivan should be able to reduce the shoulders on your shirt - I had it done previously and it was pretty neat.

Even can alter, the shape of the shirt will be change as well.
