Not unique to qualcomn, it also license the quickcharge function to other companies. samsung cpu also can quickcharge with same charger as note 4.

It also depend whether the phone manufacturer is cheapo. Hearsay HTC one M8 M9 come with standand 1.5A usb charger, need to get quickcharge compatible charger then can quickcharge.
