when it comes to negotiating pay for the candidate, does the headhunter work in favor of the hiring company or the candidate?
I would say 60% candidate
40% hiring company
But must remember, the candidate's expectations must be reasonable. Not like asking for like 25% to 30% pay increase, or working hours cannot work late if got projects, etc.

Nope.
Must remember, employers are also people, and the most important thing is not the length of time you are out, but the reason why, reasons why people job hop, or why they leave their ex company, or why they are out of a job.
Reasons are more important.
Lets say for example, you had cancer and need 2 years to recover (but you are now fully recovered) then employers will be more open and receptive. Or you take time off to take care of an aging parent, or to help out in family business or start own business, etc.
But if you did not work for 2 years because you just didn't feel like working and you have rich parents and don't need to work then it is a separate matter.
Instead of focusing on the length of time, please focus on reasons. and please do not lie as a lot of things can easily be checked.

I noticed most people are out of job for months just because they couldn't get a relevant role.
Is 20% increment usually achievable?
If the offer came back with 15% instead, should we accept or can negotiate again?
When HR does the calculation do they consider the company bonus as part of annual package? But bonus is a variable figure isn't it.

It happened to me a few times as well.ok here's something that happened to me which I don't understand:
1. Recruiter calls me about a job and ask me whether I am interested and I say yes.
2. Asks me for my expected salary and says ok, they will send me an email with some details.
3. The recruiter doesn't send me any email.
What happened? This has happened to me about 3 times over the years.
