Beijing / Shanghai - Roaming?

Traveling first time to China later this month; will be visiting Beijing & Shanghai.

Can I get one prepaid sim and have it work for voice + 3g Data in both places? Or are they city / province specific and end up with additional roaming charges?

Also - any SIM available in SG (at a shop) - Saw the threads about trusling & budgetroam, checking those out but also open to any other suggestions or offers...
