Yes I agree that for beginner, its better to get used gear. It's because if you eventually don't like it, you can sell it for little losses. If you like photography, you might out-grow the initial gear you have.

Your comparison doesn't seem well balanced in this equation based on SC & costs.
You have not started on a system but you need to deliberate on one, doing it this way will not give you a head start.
Feel the system for yourself, then decide which would be a better choice. Just like using a phone, which one you prefer is pretty much dependant on which one lures you while holding it.

D90 is comparable to D7100.
60D is comparable to 70D.
You can touch and feel to gauge your preference.

I checked the price in Funan, new set of 7100 now cost 1520, with 150 voucher till end of month
used D90 is around 500-550, and i saw used D7000 now asking around 850-1000 range.
if looking forward for 3 years time, D90 cannot be sold anymore, and new D7100 maybe can still be sold at around 800-900. Personally feel new one got more value, just initial cost much higher.
