Is there a half-height mATX casing that still able to fit in standard-sized PSU?

Looks like this is turning into a chassis recommendation free for all kind of thread, so I'll dump my question here:

Scouting out for <$100 (<$80 if possible) chassis
1. Mid tower size (full PSU size)
2. Non flimsy
3. Good ventilation
4. Good dust filtering and easy to remove and clean.

Point 4 is the most important. I have to deal with a lot of dust at home, effective dust filters that are easy to remove is a very strong point of consideration.
