Depending on your reselution and games

1080p
Low end - rx 570 4gb
Mid end - rx vega56 8gb
1440p
Low end - rx vega 56
Mid end - RTX 2080/ Radeon vii
I went amd due to alot of the price ce drops even the vega 56 is cheaper then the rtx 2060 at the moment by sgd $65.00 and the performance is matched

Go Carousell and low ball those RX 580 8 Gb sellers. You can get it for SGD$150 with 1 year manufacturer's warranty left.

Its a very vague statement when you ask for best value for money GPU. What is your budget and what do you intend to use it for? Also, what are you upgrading from?

My budget is about 300 - 400. And I'm looking to prepare for games like cyberpunk 2077 at high at 1080p. I'm currently using a zotac 970 blower

Wait for navi, or if have to buy now.

If prefer amd - rx 570,580 or vega card.
If prefer nvidia - gtx 1660, 1660ti or 1060 3gb.

If can wait, wait for around July AMD will release new GPU. If cannot wait just get GTX 1660.

Best value of course is those 2nd hand mining cards. The only problems with mining cards are the fan durability and dirt.

Otherwise, with that budget, you likely able to get 1660ti from oversea.

Second-hand GTX 1070Ti will fit your budget. Just try to avoid the mining cards.

GTX 970 to RX 580 is a side grade. You won't find meaningful improvement in performance. Ideally will be good to upgrade to GTX 1660 at least.
