yes you can change ur income tax giro payment from POSB acct to BOC acct, IRAS is pretty quick with processing of such request

Nothing much. Just that 12 monthly installment instead of 1 time payment. Each monthly installment will be counted as one of the 3 bill payments for bill payment bonus interest.

Yes. But must pay using "bill payment" ie add card to the list of payee.

Uh, don't make sense to me. You were asking whether Flashpay ATU with BOC credit card as source of fund is counted towards criterion of $500 card spend for card spend bonus interest right? Quite sure the answer is a yes.
