This looks like a no-frills avenues if your excess are currently with BOC and do not like the many tiers/critierias of other banks' HY ACCOUNTS.

There is this 1.35% for BOC supersaver account. If you have more than $60k, would it make more sense to transfer the remaining funds to this account to earn the higher interest?

Interest quite low actually. UOB one(3 giro, 500 spend) or even SSB (need 1 month) would give >1.5%.

Yes. Can do it in internet banking (website).
The pay a bill in app only can see the billing organization that you have already setup.
You can setup and pay bill using website
