Book Hotel at Booking.com

I am planning to book 2 room from the Hotel at Booking.com.
At the payment page, under the right top blue box with the total price,
it stated "Service charge (10%) not included". What it mean?
The price seem to be much lower then Agoda, hotel.com, etc..
Just want to confirm that the total charges shown at the payment page
blue box is final & what I going to pay?

This means that the amount of charges that you see excluded the 10% service charge. You would need to add in 10% service charge for full payment when you are at the hotel.
