Setup as such
Asrock B75m-DGS
Celeron G1610
G.Skil 4GB ram(1 slot)
Toshiba 500GB HDD

Computer was running fine until I took it off and on it again.

Goes to safe boot options, I selected boot safe mode only, after loading the files, system just boots back to bootscreen as if restart.

tried taking out CMOS battery, cleaning RAM, switching HDDs.
all lead to same problem again.

sort of urgent help needed.

booted into the Bios, both temps are below 40 deg.
Couldn't be faulty PSU, if it can be started up right?

inside BIOS, check the hdd SATA mode it should be "AHCI" instead of "IDE". this is assuming u are using sata hdd (well most hdd nowadays are sata already lol)

when u mentioned "...switching hdd..." does it mean
(i) each of the N number of hdd u tried already has a pre-installed OS + all the drivers well installed inside hence u just connect and boot to try one after another? (this really means u have a very very well equipped contingency system for N number of failure scenarios! wow kudos to your effort),

or

(ii) u switch hdd and reinstall OS all over again for each of the N number of hdd u switched? (well judging from your brief descriptions i dont think that is the case cos that will take alot of time i.e. to install OS for N number of times lol)

but regardless of how many well prepped hdd u have, its good practice to boot only with one boot drive (be it conventional hdd or ssd) , test the system to be stable, then switch off, then add the additional non-boot drives (be it hdd or ssd) until the desired total number of drives is attained

so for now, if you go back to booting with only the lone boot drive set at "AHCI" setting in BIOs, and if this problem still persists, then it could be motherboard issue

It's in AHCI mode.
I've got a spare XP HDD lying around and booted in, it got to the XP logo and restarted.

After which, I booted to installation medium, worse off.
Can't even boot into setup screen, just straight away restarts.

So after restart what happen? Stay at bootscreen or totally blank screen or restart loop?

try pressing f5 or f7?

after restart, it goes back to default booting to HDD, whereby the safe mode boot options come up, regardless of whichever option i chooses, the system cycles itself and reboots.

then for changing boot sequence to the installation medium, sometimes I got fast-forwarded to booting Windows instead.

for the scenario when u booted into XP, that sounds like a driver conflict. i.e. some driver that was installed in the XP-ed hdd, is not compatible with the existing hardware.

for the "boot into installation medium" scenario...fresh installation scenarios should always go smooth but then again, once in a while it will crash, fail, and reboot etc. so for fresh installation, just need to try again.

so u can try to use yet another hdd/ssd, that has never used before, and try a fresh install of whichever OS u prefer. then it should work this time. i can't think of any other weird or rare BIOs setting that can cause crashes. worst case... change mobo :)

The original Toshiba 500GB was installed with XP in the first place, hence shouldn't have much conflict, as I'm using onboard graphics, at most the graphic resolution suck, but it didn't even boot into windows.

For fresh installations, I tried forcing to boot from the installation medium several times, all ended up same.

I've disabled system restore right from the start, to optimise perfomance and stuffs.
And had always banked on fresh installation to tide over, as most stuff are cloud.

even if your pc can boot up, it does not mean that your psu is working. happen to my old pc once. it can boot up fine but keep on restarting and reboot at the startup screen.

this is due to inconsistent power which the psu produce.

This is the case of cheapo or old power supplies. In dying stage.

Xigmatek X-calibre 500W

XIGMATEK - PRODUCT

It's not the best case scenario PSU available, budget calls for.
Erm, this PSU of yours is terrible, here's a review of the 400W version of your PSU.

Xigmatek X-Calibre 400W XCP-A400 Review

Could very likely be a dying PSU when considering the build quality (or lack thereof) of the PSU. Can bring your rig to PC Care & Solutions, #02-32, SLS, and ask Nigel to lend you a spare PSU for testing.

Any other causes you can think of?
PSU is the last on the list, as it's rather troublesome.

RAM? burn memtest86+ iso onto thumbdrive and boot test from it.
All the critical fans moving?
Manually set everything in BIOS to their slowest settings, eg DDR to 1333 etc.
