Does your board have onboard graphics?

If so remove your GPU and use onboard first. See if it helps.

Boot with only 1 stick of ram.

If you are able to run into safe mode means there must be something wrong with a certain hardwares.

Might wanna try a spare gpu first before confirming that your GPU is dead.

Go into safe mode first.

Remove your GPU drivers. Go and download a fresh drivers from AMD or Nvidia website. Install it and try again.

Remove all the ram module from the slots, clean the gold contacts on the module using an eraser then install them back to the respective slots.

Problem solved.

removing the driver works, i can boot normally, but there are red horizontal lines randomly occurring on my screen. I took a screenshot and sent to my mobile, but it doesnt appear, so the lines are directly from my monitor?
Re installing the driver only bring it back to the bsod when booting.

now i need to find a spare gpu.
currently using my pc with the gpu disabled

Ah then most likely your GPU up lorry already.

By right your screen should not appear any red horizontal lines. Gotta hunt for a new card.
