I wonder if those who claim top floor very hot are keyboard warriors and have never stayed on top floor before.

If the roof is not publicly accessible, I would go for top floor.
Best is no neighbour on top to dispute with. No stomping, kids running, furniture dragging, water dripping, ash from smoking, condensation on ceiling, ceiling leaking (if ceiling leak deal with town council).
Most of the time at least one lift on your floor, empty.
No ugly pipe in toilet or kitchen.
