budget 1.5k cpu for usage. help pls

hi, i need a new cpu budget around 1.5k. i think its better to get a minimum 4TB storage as i always got not enough space in my hdd. i only use my cpu for surfing of net, youtube, and watching of movies. does not use much for gaming or high performance stuffs. just downloading of hd movies. reocmmend me some specs for me to use pls?
