Just dota 2 only and no need high grahpic just low/medium will be fine as getting for my younger bro to use and play.
No need os,wifi card also.
Budget will be as low as possible..

Can consider get him a cheap china windows tablet quad atom with HDMI output so u can hook it to a monitor.Can PS ,office but can't really game .
Barely can play dota 2 haha.Seriously dota 2 community is bad influence .
