Budget rig recommendation

My 5 year old PC just died. 

Looking for a matx build with low power usage and noise. Mainly using for web surfing, some photoshop/video editing, streaming/watching 1080 video and listening to flac/dsd over dac. Is this ok?

Intel i3 7100
Asus H110m-a m.2 ddr4
Kingston ddr4 2133mhz 8G
Fsp hexa+ 450w (my Aerocool PSU still working, is it reco to reuse?)
Silverstone PS08 casing

Recycling other parts. Budget $500

Is this sufficient since I'm planning to use only integrated graphics?
If yes, should I use the extra budget to get a better MB?

The only difference between this iteration of I3 and Pentium is that

1. Pentium is slower than I3 by about a few hundreds mhz

2. Pentium lack support for AVX2, which I3 still have. (I dunno about photo editing, but if u do video encoding in x265 format, having access to avx2 does help. Not so much for video encoding in x264 format. )

3. Pentium have a slightly inferior integrated graphic compared to the I3.

Other than that, they are virtually the same thing.

If u don't plan on playing games or do heavy video encoding, it is rather sufficient for your case.
