building a mini server

Hi guys, i need some of your expert help on networking.
1st, my budget is around $600, can i build a pc meant for storage? Around 10tb
I alrdy have a psu and a casing.
2nd, do i need a special router to share files within my home network?
Currently i have a tp link n600 dual band gigabit router

$600 definitely not enough for HDDs... what kind of storage device you looking for? simple file server?

So

WD Green 4tb ~ $219 x 2 ~ $438
WD Green 2tb ~ $110

Total ~ $548

No Mobo, no CPU, no Ram, no OS yet.

Minimum i think you need at least $800

Asrock B75m DGS + G1610 ~ $119
ADATA 4gb 1600mhz ~ $45
Windows 7 Home Premium 64bit ~ $115

Total with 10tb worth of HDD ~ $827
