Budget : 2k can stretch to 2.2/2.3k
Usage: eSports, watch movie, want to try AAA game titles if possible

Hope to try 1440p gaming? if can optimise budget

3600 and 3700x perform the same in games, so if you got no need for extra cores and threads, just go for 3600

32gb vs 16gb. I would say games run with fine with 16gb. Haven't seen any esport games that use much ram exceeding 16gb or even 10gb. The only games pushing that limit usually is those 4x title where people go max map size etc and cities skylines w/ tons of mods.

Graphics go hand in hand with your monitor. Since is esport means at least 144mhz for fps games thus you will want gpu able to go 144mhz for that monitor. Again, you can only decide after you decide your monitor.

PSU: EVGA G+ Gold 650w or SeaSonic Focus Plus Gold 650w are good options. You can get better ones but those are the minimum I recommend.

A top air cooler outperform top water cooler, unless you go custom loop.

Monitor. For esport, some would say 24inch and not 27inch, due to peripheral vision.
Problem with 24inch is there is no ips panel at 144mhz. I would prefer ips because of the better colors. As for response time, is better to read reviews for ghosting than trusting the response time itself.

16GB is enough for games. I am using 32GB never see the memory usage over 16GB in games.
dont use any TN screen the color invert is very uncomfortable. its more important for color instead of 144Hz over 60Hz.

For the monitor, I wonder if you have considered ultrawide for movie watching and productivity (side by side editing).

Acer Predator x34p (ips) and z35p (va) are both pretty good. Of course, the price is another tier higher. Find some time go to courts or something and get a feel of the size
