Hi guys I'm planning to buy a new pc, I currently have a very old laptop I have used since 2013.
I'm planning on buying this

Is the PC I'm buying a good deal/decent pricing?

Is the monitor a good pairing for the pc or is there something better at less than $500 price point?

Not really a good deal, also going AMD ryzen is better when you looking for price performance.
But you are paying for their service, usually a lot of them offer smth like 1st year on-site warranty and subsequent 2 years bring rig to their place. Also compared to buying your own parts, if you suay enough to get faulty part you need to ownself RMA and go down distro office to change new part. But when they building for you if got faulty part there's no downtime/RMA travelling time to office to exchange new item, they ownself take another new item to put in your rig.
If you want to save and don't mind the hassle of troubleshooting yourself/risk having to go down exchange parts if you suay enough to get faulty new parts, it's better our bros here suggest the parts for you to get then you ownself buy them all and assemble or buy them all and pay someone a nominal fee to assemble for you. Can save a substantial amount of money but there are pros and cons.
DIY route is not for everyone. Some ppl would rather pay more to get convenience and peace of mind, especially those come home tired from work on weekdays or family outings on weekends and don't want to deal with this ****.

i see ryzen 1600 + mobo already 300+ minimally, 400+ for a decent mobo.
16gb ram about $100
decent psu about $100
case - $50
500gb samsung evo 860 - $90-100
all these already 700+ to 800+
i heard psu and mobo v important...cannot get cheap ones
mobo only need a good quality one when you want to overclock, or when you using those high TDP cpu like 2700x so it doesn't throttle from poor vrm heatsinks and stuff like that (eg. some mobos are only for CPUs up to 65W or 95W). if you run ryzen 1600 only at stock, you don't need an expensive mobo.
psu need minimum 80+ white and 3-5 years warranty frm reputable brands, $60-70 can get. of coz this will be low tier psu with group regulated voltage, ripple and all that nonsense, but if your build is only going to cost you $500-650 excluding PSU are you really going to buy a $150 high tier psu? bad budgeting imo, better to get a decent budget psu and spend the extra $80-90 to upgrade the other parts of your budget rig. like going from 4 core cpu to 6 core cpu, or going up a tier in your GPU.
psu just buy according to your components, budget build get budget psu and quality build get quality psu. just make sure your budget psu not those non-80+ junk brands like icute headway that sls sellers like to bundle for uninformed buyers previously.
of coz if you gonna get >$1k build it makes no sense to skrimp on PSU, go for high tier PSUs instead.
