It hasn't happened yet, but it seems like a fairly popular idea in Spain from what I've read in the papers.

If it does go through, don't buy the absolute cheapest thing you can just to get over the €160k limit, though - there are a lot of awful apartment buildings in Spain built in the arse-end of nowhere, and you can bet the builders will mark those up to €160,001 to attract cheapskates. From what I've heard, you can pick up quite nice apartments in good parts of Barcelona for around the €300k mark.
