Can a subcon ask for higher quotation if i want work to start earlier?

My subcon say if I want the work to start earlier then have to increase quotation.

Do u think my subcon logic is correct?
Yes. Just business.

To avoid this sort of thing you need to have a proper contract written up with clear delivery dates and explicit penalites for missing delivery dates.

That way you don't care about when the contractor starts work since they have to deliver by the date agreed upon, or have to pay a penalty.
