The bookings are open already on the websites. Really depends on when you can firm up the dates. Once you think dates are firm go ahead and book, but take note of the conditions around costs and eligibility to change dates after you paid.

I went this end may/june to tokyo and osaka. Booked on early jan'18, cost is around $670 pp, by SQ. weather is hot, did not rain as much.

For Osaka, you can do a day trip to Nara (deer feeding, go early in morning) and Kyoto (Arishayama Bamboo Grove). Or visit Osaka's Kaiyukan aquarium.

For budget stay, you can consider red roof plus osaka namba. Excellent location: above namba underground shopping street, walking distance to Dotombori and Kuromon Ichiba Market. You are surrounded by food and shopping!
