Can customer be charged via cold calling?

I want to ask if a new customer can be charged via cold calling?

The story goes like this : My maid received a cold calling from those third party ICC telco and says give free extra minutes. My maid did divulge the address and some particulars but didn't accept the offer. However she received an invoice, the IDD card and she was billed for it and requested her to pay in cash. So can they just charge a new customer verbally on phone??

Unlikely. For all I know it could be a hoax. Makes no sense either. And I didn't find anything on Google either. None of my friends who have ever worked in this industry have ever described anything like that either.

probably some fraud involved. Ask yourself what is the payment for: the IDD card? Most add value IDD etc prepaid cards I know have scratch window to reveal password... If this has already been scratched, then password has most likely already been registered and therefore the card has zero value.

If no value has been transacted then there is either misunderstanding or broad daylight fraud.

Bring all the evidence to CASE or the police if u feel that there is any deception/ fraud involved.
