Cannot get to windows log in screen

Hi guys, i need some help. my computer dunno what happen, when i on the computer it starts to load as usual but it cannot proceed beyond the "Asrock" screen, after which it will bring me to a system restore screen with everything in chinese, the best part is that i cannot select any button at all.

Can u guys advise me on what to do? Do i need to reformat or is there any other way other than reformatting? I really have quite a lot of important files on my c drive.

Its not about that, i cannot choose any button. Basically the system goes into 'hanged' mode
