Cannot left-click on Windows 11 start button?

Hi all,
While trying to fix my GPU issue, I have to force shutdown the PC. Somehow, I cannot left-click the start button. I right-click on start button and select Terminal(Admin) and it says "cannot find wt.exe" in user apps. I google and found I need to reinstall the Windows terminal apps from Windows Store. I am stuck with no admin login and unable to install apps. I ended up with reinstalling Windows 11. This is drastic. Is there way to fix this issue without fresh Windows install? Thanks.

I have done some tinkering by deleting wt.exe. This didn't replicate the problem of not being able to right-click the windows start button. Left-click on the start button will bring up list where I can click on Windows PowerShell(Admin). This will throw an error message of cannot locate wt.exe. So, I am more incline to believe that I have lost admin access. I proceeded to reinstall Win11 using an old USB Win11 installer. Mistake... Windows update failed. Redownloaded Windows 11 USB installer and the installation was successful. The Shift+F10 and oobe\bypassnro still work for Windows local account.

Touch wood... hope that the loss of Admin access will never happen again.

There is another method that I didn't try.
Windows inplace upgrade repair.
