Case fans starts spinning once monitor HDMI or DVI cables are plugged in, even before PSU cable is plugged in.

How is this possible, and how to stop this behavior since it consumes power? Has to do with some cabling error inside the case?

This seem to be weird , which psu cable are you referring to ? The power cord cable or cables inside computer between psu modular port to motherboard which wasn't plug in ?

I find it quite interesting that the HDMI or DVI power is strong enough to cause the fan to spin up. Have you tried disconnecting the PSU cable from your motherboard to see if the same thing happens when you have only the HDMI or DVI connected?

It's difficult to pinpoint the exact issue at this point, but it's worth trying to isolate the problem by testing different troubleshooting.

By disconnected PSU, I meant really totally disconnected, i.e. I pulled out the power cord from the back of the PC casing

If you're telling the truth. Maybe you're a victim of satellite terrorism. But i din know it can done even without
electricity plug in but i do know they causes electronics/electricals items to run with fused power plug. See my signature for clue, you might want to bring your computer to a reliable shop for check up and also take video/photo and report
this to an authorities with evidences. :)

i encounter this once on my old PC due to faulty PSU.

01. desktop power off and removed power cord from wall socket.
02. Power LED cont. light on. I press the power key on the casing it can't drain the power from the PSU
03. When this happen the PC cant power on until Power LED the casing turn off 2 days later.

SO i think my fault PSU hold the power for some reason.

Capacitors still store electric charge, just enough to spin your fans...

Using bad/off brand extension, cables or simply bad grounding perhaps.

read about some active hdmi cable which could supply some voltage but they are directional. perhaps try switching hdmi connectors around?

Wow, congratulations to hlots123 for the correct answer!

It turned out to be my HDMI splitter indeed. I am using it to connect PC and android box both into a TV.
Weird problem it must be drawing current from my TV then. Any ideas how to fix? Is it really a splitter problem?

Some hdmi splitter feed 12V back into the cable, it’s normal operation since the signal is used to detect the presence of the hdmi. Either change to another splitter or use a different
