casing fan not working pls help

Hi guys, i've just assembled my new rig with the help of Nigel and notice the back fan of my Fractal Design Arc Midi R2 doesn't move or spin at all. Is it supposed to be like this? There's another fan at the top which is spinning.

Here is the pic of the fan.



Would appreciate any help or advise on this.

Is e fan conneted ?
Trace e wire to e connector see whether is connected to motherboard fan header.
